Tulsa, OK is doing the same thing this week. I'm with you to a point, if you're ok with dying then don't wear your seat belt! It's not going to hurt anyone else but the person not wearing it in theory, but that person can get thrown into someone else in the car and hurt them, etc.
I think it's another example of trying to limit the costs of their deaths/injuries. If you don't wear a seat belt, you are going to be more seriously injured, which costs more (especially if you don't have insurance). If you die, there are additional costs for completing an accident investigation, etc etc.
This comes off a little selfish, but they laid off quite a few cops here this year and I would rather have them patrolling the city than directing traffic and conducting a fatality accident investigation.
CA has had seatbelt laws for years now. Its not about personal responsibility, it about accident and insurance costs. You are much less likely to be seriously injured if you are wearing your belt and thus costs go down for everyone.
However, I am for personal responsibility and if you choose to not wear your belt you should get no insurance (unless additional deductibles get applied), no govt handouts, no civil judgments in case of a lawsuit, etc. Same with helmet laws we have here.

The tickets also generate revenue. The really sad part is I've seen seat belt checks in Indy before, with big orange signs that say "Seat belt check ahead" as a warning and they still have tons of people pulled over getting tickets.
In Florida if you want to have the choice to wear or not wear your motorcycle helmit there is an extra insurance fee.
Basically it's an additional Personal Injury insurance rider.
So you can ride without the helmet by paying for the extra insurance.
I think they should do the same for seat belts.
Now I wear my seat belt all the time, but I think people should have the choice.

It's a good thought Tango, but someone would say that it is unfair for someone unable to pay the additional insurance fee and therefore would be considered some form of discrimination.
I would love to give every idiot on the planet a motorcycle and no helmet and just drive my big [censored] Dodge around without worry!
